China Ready to Help in the Reconstruction of War-torn Sudan

With China’s help, the Sudanese government is preparing for the reconstruction of the country as it gains the upper hand over the murderous Rapid Support Force (RSF) militia it has been battling since 2023. On August 17, a delegation from China’s state-owned Hunan Construction and Engineering Group met with Sudan’s Energy Minister Mutasim Ibrahim Ahmed to discuss planned joint ventures with Sudan’s National Energy and Engineering Company. Projects under discussion include the 200-megawatt Jomi’iya plant and the 300-megawatt Garri (3) facility, both planned as hybrid thermal-solar installations, the ministry said in a statement. It added that the power sector has suffered an estimated $3 billion in damage since war erupted in 2023.

The Chinese delegation’s visit follows a meeting of Sudanese-Chinese Trade and Investment Forum held in Beijing on July 31that brought together diplomats and Chinese and Sudanese businesses.

Also on August 17 in Riyadh, Sudanese Foreign Minister Mohieddin Salem and his Saudi counterpart, Prince Faisal bin Farhan, agreed to the establishment of a Supreme Council for Strategic Coordination and Cooperation. The Khartoum government has enjoyed strong support from Saudi Arabia. The agreement follows an one reached in March 2025 between the head of the Sudanese Sovereign Council, Abdel Fattah al-Burhan, and Saudi Crown Prince Mohammed bin Salman.
