Since the Oct. 9 phone conversation between U.S. President Donald Trump and Russian President Vladimir Putin, Russian oil refineries have increased crude processing by 25% over the level during the first week of October, according to a report by Reuters based upon three industry sources. Previously, the regular attacks by Ukrainian drones had resulted in Moscow banning exports of gasoline, jet fuel, and diesel.
Now Moscow has eased its restrictions on diesel exports, allowing Russian companies to ship up to 500,000 tons of fuel to international markets in October. Further, with the harvest season ending, as much as an extra 40,000 tons/day—over 1 million tons per month—may be available for export.
