After a G-20 meeting that excluded founding member state South Africa, and was unable to release any positive result, U.S. Secretary of State Marco Rubio gave a press conference where he expressed his satisfaction of the work of the anti-China Quad (U.S., Japan, Australia, India) group in the following bizarre manner: “In the case of the Quad, look, the Quad is not an anti-anybody. It’s not a format that exists to be against any country; it’s a—to the extent we express concern about things in the Quad, it’s concern about behaviors. It’s concern about activities. Now, those activities or behaviors are coming repetitively from one country; that’s going to be obvious to everybody. But it is not an anti-China or anti-anybody coalition. The Quad is a cooperative agreement between four countries with—that share a common interest, and common opposition to behaviors. And that’s what we’ll continue to point to.”
