This past July 10, the Royal United Services Institute (RUSI), the official defense thinktank of the British monarchy, published a cavalier article “forecasting”that “25 Years After 9/11. The Next Global Shock Could be Infinitely Worse,” because it will involve the use of nuclear weapons. Author Tim Willasey-Wilsey, a RUSI Senior Associate Fellow, is not trying to head-off such a cataclysmic development; rather, he assumes that a “global shock to rival Pearl Harbor and 9/11” is inevitable. Human nature is just like that, don’t you know?
Such a forecast coming from the British monarchy circles which brought us the first 9/11 should be taken very seriously. Readers are referred to EIR’s multiple, carefully-documented exposés of the role of the British monarchy, the City of London’s BAE Systems, and the al-Yamamah arms deal in orchestrating that “global shock” from which decades of foreign wars and dictatorial controls followed.
Journalists and others focused on a renewed threat of terrorism arising from Afghanistan, lack imagination, Willasey-Wilsey chastises. “Remember March 2020 when nobody could believe that the world was locking down due to a pandemic. A nuclear war will not be about an inability to join dots but another massive failure of human imagination.”
He asserts that “it is only a matter of time before we see drones used in a domestic context, perhaps against critical infrastructure such as nuclear reactors.” But, “by far the greatest danger of a massive global shock would come from the use of a nuclear weapon in anger for the first time since 1945.” Who would do this? “Populist” leaders such as Trump, Putin, Modi, Pakistan’s Asim Nunir are named; such leaders “cannot be trusted with weapons of such power.”
Conspicuously absent from his warning is his former superior at RUSI, Malcolm Chalmers, one of RUSI’s longest serving staff who, in his position as RUSI Deputy Director-General proposed in May 2022 that NATO-Ukrainian threats to Crimea could create a “Cuban missile crisis on steroids” in which Russia might capitulate to NATO. The same Chalmers who in July 2025 left RUSI to become Strategic Advisor to the UK Secretary of State for Defense.
Ignored, likewise, is the mad dash to upgrade European nuclear capabilities by the UK and its “Coalition of the Willing” allies, and the well-known role of the British oligarchy’s catspaw, Israel, itching to deploy its nuclear arsenal against Iran—if it cannot succeed in getting the U.S. to do so.
Willasey-Wilsey, a proud CMG (Companion of the Order of St. Michael and St. George), is well-connected in the British Establishment. Before taking up his post at RUSI in 2022, he served for six years on the Council of Chatham House, that being the governing body of the monarchy’s leading international affairs institute. Before that, he had a 27-year career in the British foreign service. Besides his RUSI post, he is currently a Visiting Professor of War Studies at King’s College, and CEO of WWGRA-Global Risk Advisory, a London-based consultancy which “advises international banks and large companies on geopolitical risk” (for good money, no doubt).
