Speaking on Rossiya-1 TV channel today, Kremlin Spokesman Dmitry Peskov declared that “Our relations are still nearly at the lowest point....The situation is very bad — both in terms of bilateral relations and our two countries’ responsibility for multilateral affairs, first the issue of control over arms and strategic stability.” He went on to say that although the contacts in these fields are at a high level, they are no closer to an understanding between the two countries, especially in terms of preserving the New START (Strategic Arms Reduction Treaty), “which are now the only documents that can ensure arms control on a global scale.” He reminded the audience that Russia and the U.S. have the largest nuclear capabilities in the world.
