The proposal to connect Finland with Estonia via a 103-km tunnel is part of the wider Rail Baltica scheme, which will also connect to Latvia, Lithuania, and Poland. The project was opposed by the former Estonian government; however, the country’s new prime minister, Kaja Kallas, in office since Jan. 26, has included the tunnel in her plans to build “lasting connections” within Europe.
The cost of the tunnel connection has been estimated to be €9–13 billion, including €3bn for the tunnel excavation, and another 3 billion for accompanying infrastructure and security systems. €1billion is to be spent for rolling stock.
