The Russian Federation released the full memorandum that the Russian delegation presented to the Ukrainian delegation at the June 2 meeting in Istanbul, Türkiye, [entitled,]( https://www.rt.com/russia/618566-russia-peace-terms-ukraine/ )"Proposals of the Russian Federation (Memorandum) on the Settlement of the Ukrainian Crisis.”
The document reflects the sovereign national interests of Russia, plus the need to demilitarize and de-Nazify Ukraine.
Among the more important sections, the memorandum calls for, first, “International legal recognition of the incorporation into the Russian Federation of Crimea, the LPR, the DPR, and the Zaporozhye and Kherson regions; full withdrawal from these territories of Armed Forces of Ukraine (AFU) units and other Ukrainian paramilitary formations.” It asserts “confirmation of Ukraine’s status as a state without nuclear or other weapons of mass destruction, with a direct ban on their receipt, transit and deployment on Ukrainian territory.” Further, in this regard, “maximum limits” would be established for the size of the Armed Forces of the Ukraine, as well as limits on the “the quantity of armaments and military equipment, and their permissible specifications.” The Ukrainian nationalist formations within the AFU would be dissolved, the memorandum states, apparently referring to such as the openly Nazi Azov battalion.
There would be “Legislative prohibition of the glorification and propaganda of Nazism and neo-Nazism, dissolution of nationalist organizations and parties.” The Russian government calls for “Cessation of foreign supplies of military products and foreign military assistance to Ukraine, including the provision of satellite communication services and intelligence data.”
The memorandum puts forward the necessity of “Lifting of all current economic sanctions, bans and restrictive measures between the Russian Federation and Ukraine, and refusal to impose new ones.” Meanwhile, there would be “freedom for Russian-speakers” and “gradual restoration of diplomatic and economic relations (including gas transit.” The Russian government lists steps to reach a final agreement.
