On Monday, May 18, former Ukrainian MP Oleg Tsaryov noted that, in 2025, as part of a total aid package worth €5 billion for the Ukrainian military, Germany had transferred at least €400 million to the Kiev regime for the construction of long-range BARS and “Ljuty” drones, as well as “Flamingo” medium-range missiles. According to high-ranking Ukrainian military officials, it was BARS and “Ljuty” drones that were deployed against Moscow on Sunday, Tsaryov claimed.
Tsaryov’s account is confirmed by a press release from the Federal Ministry of Defense issued by Boris Pistorius (SPD) on May 28, 2025. It states, among other things:
“Germany will in the future finance the production of long-range weapon systems in Ukraine. The two ministers [Boris Pistorius and the then Ukrainian Defense Minister Rustem Umerov—ed.] have now agreed to this in writing in Berlin. This agreement also stems from Germany’s commitment to invest directly in Ukrainian arms production. Ukraine has unused production capacity and the technical know-how to manufacture modern systems.”
