Pope's Encyclical Is Echoing China's Proposal for a World Artificial Intelligence Cooperation Organization (WAICO)

Pope Leo IV signed on May 15 his Encyclical “Magnifica Humanitas” on the “Protection of the Human Person in the Age of Artificial Intelligence.” If “disarmed” and regulated by Sovereign Nation States cooperating in good faith among each other, says the Pope, AI can become a tool for the good.

It should be noted that nearly one year ago, on July 26, 2025, the Chinese government proposed the establishment of the “World Artificial Intelligence Cooperation Organization,” (WAICO) with its headquarters initially planned to be located in Shanghai.

Then, on Nov. 4, 2025, it was reported that the joint communiqué of the 30th Regular Meeting between Chinese and Russian Premiers had noted, that both sides were willing to cooperate on the Chinese initiative to establish such a WAICO.
