July 10—What follows are preliminary intelligence leads for investigating who, and what, are behind the emergence of Marco Rubio as a key figure in the war faction of the U.S. President Donald Trump Administration. While Vice President JD Vance has been given the task of holding together the Memo of Understanding (MoU) signed by Iran, the United States, and Israel, Rubio has been engaged in public and private diplomacy with the intent of sabotaging the MoU.
While it is certainly true that the U.S. Secretary of State has recently allied himself with the biggest advocates for escalation against Russia, first lying to the U.S. Congress that there was no agreement in Anchorage, Alaska on Aug. 15, 2025 between President Trump and Russian President Vladimir Putin on a pathway towards peace, and then praising Ukraine’s long-range strikes deep into Russian territory, this article will focus on his sabotage of peace in Southwest Asia.
With President Trump’s declaration on July 8 that the MoU is dead after Iran’s firing at three vessels passing through the Strait of Hormuz in violation of Iran’s interpretation of the agreement, it was Rubio who insisted that the Strait waters are “international,” and “do not belong to any nation-state”—thus giving a justification to the U.S. decision to launch new strikes against Iran. The response by Iran, hitting U.S. bases in Bahrain and Kuwait, was followed by additional U.S. retaliatory strikes, signalling that a new war may soon break out.
Rubio and the Permanent War Faction
In tracking Rubio’s rise to prominence, there is no question that he has emerged as the candidate of choice for three pillars of the Permanent War Party:
1. Republican neocons from the Bush networks, which include Wall Street and a segment of the intelligence community: for example, the CIA-Dulles networks responsible for the 1961 Bay of Pigs fiasco. Rubio has been a regular participant at the anti-Castro Bay of Pigs veterans’ annual events, and has made the overthrow of the Castro regime one of his missions, to the present day. In his memoir, An American Son, he wrote that, as a child, he had boasted that “I would someday lead an army of exiles to overthrow Fidel Castro and become president of a free Cuba.”
2. Artificial intelligence/tech networks from Silicon Valley, which were moved by the Jeffrey Epstein networks into close coordination with City of London and Tel Aviv segments of the new military-industrial complex. This Washington-London-Tel Aviv axis is behind Section 219 of the National Defense Authorization Act of 2027, with language incorporating the Israel Defense Forces (IDF) and Israeli tech sector into the U.S. military.
3. Christian Zionist religious fanatics, who have been connected to Rubio since his first campaign in 2010 for the U.S. Senate from Florida.
These three networks overlap, and wealthy Zionist donors are actively involved in all three.
Rubio in Lebanon Pulls Plug on MoU
At the signing ceremony on June 27 affirming a ceasefire between Israel and Lebanon, U.S. Secretary of State Rubio’s comments confirmed that the agreement was meant to clear the way for Israel to launch a civil war in Lebanon, with the backing of the Trump administration. In the press conference, Rubio lied that this agreement will consolidate the Memo of Understanding (MoU) ending the war by the U.S. and Israel against Iran. However, by holding Iran solely responsible for the fighting between Israel and Iran, the terms of this treaty allow Israel the right to intervene in Lebanon, while excluding “all non-state actors,” an explicit reference to Hezbollah.
This follows the formulation adopted in talks on June 2-3 in Washington between Israel and Lebanon, with the U.S. present. According to a document released by the State Department, Rubio summarized the results of the “negotiations” in three points:
1. There was an agreement reached for a ceasefire—that is, between the Greater Israel Zionist regime and the Lebanese puppet government;
2. The agreement is contingent on the “cessation of Hezbollah fire and evacuation of all Hezbollah operatives from the South Litani sector,” i.e., from their homes, for that is where they live;
3. The U.S. will create “pilot zones” in which Lebanese Armed Forces “take exclusive control, to exclude non-state actors.”
By citing Hezbollah alone for violations of the ceasefire, Rubio placed the blame solely on Iran, as he and Trump have called Hezbollah an “Iran proxy.” This is a false accusation, as one can see by listening to Israeli officials, including Israeli Prime Minister Benjamin Netanyahu and Defense Minister Israel Katz, who pledged to remain in Lebanon until Hezbollah is dismantled—in spite of the terms of the MoU, which includes Lebanon in the ceasefire. Further, Rubio lied by identifying Hezbollah as a “non-state actor.” Since 1992, Hezbollah has had members elected to the Lebanese parliament, representing primarily Shia Muslims in southern Lebanon, who make up more than 30% of the population. At times in the last thirty years, Hezbollah has had members included in coalition governments.
After describing Hezbollah as a “non-state actor,” Rubio said that it “is not just an enemy of Israel and an enemy of America, but that it is an enemy of Lebanon.”
Hezbollah came into existence in part as a militia defending the Shia population from repeated Israeli invasions. In 1982, it is estimated that between 1,200 and 3,500 Palestinians and Shia Muslims were murdered by a rampaging Phalange Christian militia in the Sabra neighborhood and Shatila refugee camp. An Israeli Commission of Inquiry, the Kahan Commission, released its report in February 1983, which found that Israel’s Defense Minister, Ariel Sharon, bore “personal responsibility” for the attack, accusing him of “ignoring the danger of bloodshed and revenge,” and negligence for “not taking measures to prevent” the massacre.
An independent international commission, the MacBride Commission, released its report that same month. It concluded that the “occupying power,” that is, Israel, was responsible for the massacre, which it identified as “a genocide.”
The agreement reached on Saturday has been widely denounced as a violation of the MoU, as a ceasefire in Lebanon and the complete evacuation of IDF troops from Lebanon are included among the MoU’s 14 points. In Rubio’s presentation Saturday, he absolved Israel of any blame for ceasefire violations, and praised the Netanyahu government for joining with the United States to enforce the ceasefire!
Rubio and the Zionist Billionaires
Rubio’s complicity in condemning Lebanese civilians to death and dislocation is in keeping with his long-time sponsorship by Greater Israel Zionist fanatics. His 2016 presidential campaign was funded heavily by Wall Street Zionists and neocons, receiving $25 million from the Conservative Solutions PAC. He was the recipient of generous funding from the American Israel Public Affairs Committee (AIPAC); the Miriam and Sheldon Adelson’s Preserve America PAC; hedge fund vulture capitalist Paul Singer, who gave $2.5 million to his 2016 campaign; and fellow Epstein crony Larry Ellison, who gave $1 million for his election. Despite this infusion of funds, his candidacy was sunk by Donald Trump, who called him “Little Marco,” and lumped him together with the other Bush neocons whom Trump thrashed on the way to his nomination.

Of special note among Rubio’s Greater Israel contributors are the Adelsons, who gave substantial funds to his various PACs and campaign accounts, as well as an endorsement by Sheldon Adelson’s newspaper, the Las Vegas Review Journal; and backing by Larry Ellison, the founder and CEO of Oracle and a major supporter of Greater Israel. Ellison gave a special vetting of Rubio. After meeting with him, he sent an email to Ron Prosor, Israel’s Ambassador to the UN at the time. He wrote, “Great meeting with Marco Rubio. I set him up to meet with Tony Blair. Marco will be a great friend of Israel.”
The Blair reference is significant. Former UK Prime Minister Tony Blair, despite opposition from many Arab governments in southwest Asia, is still a member of the executive board of Trump’s Board of Peace, serving along with Trump, Steven Witkoff, and Rubio. Ellison gave a $350 million contribution to the Tony Blair Institute, which is Blair’s vehicle for intervening in Arab and African affairs. Ellison had ties with Jeffrey Epstein, while Blair’s former leading political operative, Lord Peter Mandelson, brought down Prime Minister Keir Starmer’s government when it was made public that he was intimately tied to Epstein—a fact which had been covered up by another Blair operative.
Rubio and Trump
After a series of tense and at times vulgar exchanges between Trump and Rubio during the 2016 Republican primary campaign, how did Rubio end up in Trump’s administration as both Secretary of State and National Security Advisor? One source said there was a lot of groveling involved. A profile in the Miami Herald by Emily Goodin reports that Rubio cultivated Trump’s children, Ivanka and Don, Jr., befriending them.

The other Trump connection, likely more decisive, was Rubio’s long-term collaboration with Susie Wiles, who serves as Trump’s Chief of Staff. Wiles and Rubio have a long history in Florida politics, going back to 2010. She shares with Rubio an interest in Cuban regime change. As a consultant for the lobbying firm, Ballard Partners, Wiles was involved in some questionable work in Venezuela, some of which is presently the subject of a legal case involving a long-time political ally of Rubio. Was she working for the government of Venezuela, which was the target of a coup by the Trump Administration? Wiles also has a relationship with the networks in the Israeli government with which Rubio is allied. In 2020, Trump sent Wiles to Israel, to help the re-election campaign of Bibi Netanyahu.
Also benefitting from Rubio’s advocacy of removing President Nicolás Maduro of Venezuela is hedge fund operator/“vulture capitalist” Paul Singer, who has been a major financial backer of Rubio since 2016 and remains close to him. Singer, the CEO of Elliott Management, won a legal case involving the takeover of Citgo and defaulted Venezuelan debt after Maduro’s removal by U.S. military operatives. The legal resolution is expected to net more than $10 billion for Singer.
Rubio is presently the point man in the regime-change operation in Cuba. Perhaps it is no coincidence that, in working with Elon Musk’s Department of Government Efficiency (DOGE) to shut down USAID, which was involved in multiple regime-change ops over the years, Rubio brought USAID into the State Department, with him taking over the agency’s functions. He said, “Foreign assistance programs that align with the administration’s policies … will be administered by the State Department.”
While many who opposed USAID’s role in organizing coups and destabilizations viewed the closing of the Agency as positive, there has been no end to the U.S. meddling in other nations’ internal affairs—now under the control of Marco Rubio.
Any effort to discern how a President Trump, who campaigned for the White House three times as an antiwar candidate, has become an advocate for permanent war, must begin by examining Marco Rubio and those who control him.
