Oct. 26—Mark Carney, the long-time global central banker who was recently elected Prime Minister of his native Canada by virtue of appearing to be the anti-Trump of the North, has been widely celebrated this year as the anti-Russia, anti-Trump of the West. Carney has been praised at the June G7 summit in Évian-les-Bains, France, and in personal visits to various European capitals, as the (improbable) champion of the “middle powers” against all three superpowers. One speaker at a middle powers event at the United Nations in September, having given Carney credit for introducing the term, even guessed that the superpowers “would cancel themselves out” (fortunately he didn’t try to explain how that might happen), leaving the middle powers to exercise world governance!

Carney’s new global project is a financial institution, or special purpose financial vehicle, often referred to as the “NATO Bank” because its purpose is to mobilize “superpower-sized” funds for a war with Russia: hundreds of billions of U.S. dollars-equivalent, outside of the regular military budgets of the European nations. He originally announced it at the Davos World Economic Forum in January 2026. In recent months, he has also named the political project: Partners for Multilateralism, or “P4M.”
