The three-way “peace negotiation” of the United States with Russia and Ukraine that was floated in The Economist, back on Oct. 23, and confirmed at the time by Russian and Ukrainian announcements, remains scheduled to take place in the United Arab Emirates.
The plan, according to that report, proposes Ukraine gains EU membership, but be banned from NATO; that U.S. sanctions against Russian gas exports to Europe be lifted; that the NordStream pipeline be rebuilt for the purpose of exports; and that the Donbass region be “demilitarized.” President Donald Trump reportedly originated this plan, but it has not been formally announced in the week since it first appeared in The Economist, or later echoed in other publications including Al Jazeera. Ukraine’s acting leader Volodymyr Zelensky has said the meeting should include European representatives, and has referred to it as “technical talks.” Russian President Vladimir Putin continues to demand substantive negotiations toward a lasting solution for the war.
