According to [a report](https://www.wsj.com/world/russia/putin-floats-a-summit-with-trump-and-xi-to-decide-ukraines-fate-1cf6acc1

) carried in the Wall Street Journal Oct. 18 which has the character of a warning to Zelensky’s European backers, President Vladimir Putin has proposed to President Trump a three-way meeting with President Xi of China at the APEC Summit in Shenzhen in November. The Journal bases this only on a “former Russian intelligence officer” reporting on Putin’s Oct. 9 phone call with Trump; and a non-committal comment from a “U.S. official” saying only that President Trump could be receptive to the idea. However, Kremlin spokesman Dmitri Peskov is said to have confirmed that such discussions are taking place over a potential meeting of the three presidents. Peskov’s actual quote to the Journal was, “Given that all three heads of state may potentially take part in the summit in China, the topic of such a hypothetical meeting has indeed been mentioned. No specific proposals or agreements have been discussed or voiced by anyone, neither on the meeting itself nor on a potential agenda or the content of this meeting. As for the settlement, you know that the US continues its mediation and peacemaking efforts. We highly value them. Of course, without a doubt, a final settlement [to the conflict in Ukraine] is impossible without the participation of someone from Kiev who is willing to take responsibility.”
