“Anyone who has seen the video that was released … by the State Department will see that the aim is precisely to undermine the sovereignty of Latin American countries in general, including, of course, Brazil. It isn’t mentioned specifically, but that’s the case,” Celso Amorim, Special Advisor to Brazilian President Luiz Inácio Lula da Silva, told the Foreign Relations and National Defense Committee of the Chamber of Deputies on August 12.
The U.S. National Security Strategy, released at the end of 2025, presents the Monroe Doctrine “as a tool to restore American preeminence in the region and secure U.S. strategic interests on our continent,” Amorim added. “Among the listed objectives, the following stand out: strengthening national security against regional threats, expanding access to resources considered critical, and containing the influence of extra-regional powers….
“President Lula has been firm in reiterating that we will not accept unilateral measures used as a pretext to undermine national sovereignty or impose economic restrictions on our country,” he reiterated
