Spain, Brazil and Mexico Issue Joint Call for Urgent Relief of Cuba's Humanitarian Crisis

On April 18, the governments of Brazil, Mexico and Spain issued an urgent call expressing their “enormous concern” over the “grave humanitarian crisis the Cuban people are experiencing.” Issued from Barcelona, Spain where Brazilian President Lula da Silva, Spanish President Pedro Sanchez and Mexican President Claudia Sheinbaum were attending the Defense of Democracy summit, [the three-point statement,]( https://www.exteriores.gob.es/es/Comunicacion/Comunicados/Paginas/2026_COMUNICADOS/Comunicado-conjunto-sobre-la-situacion-en-Cuba.aspx) calls for the “adoption of necessary measures to alleviate this situation and avoid actions that aggravate the population’s living conditions or go against international law.”

The joint communique makes no specific mention of Donald Trump’s or U.S. threats against Cuba, but states that “we commit ourselves to increase in a coordinated manner the humanitarian response aimed at alleviating the suffering of the Cuban people.” The three leaders also reiterate the need to “at all times respect international law, the principles of territorial integrity, sovereign equality and peaceful resolution of conflicts consecrated in the United Nations Charter.”

The document’s third point “reaffirms our unwavering commitment to human rights, democratic values and multilateralism, and in that sense, we call for a sincere and respectful dialogue in accordance with international law and the principles of the United Nations Charter. Its goal must be to find a lasting solution to the current situation and guarantee that it is the Cuban people themselves who decide their future in complete freedom.”

In a statement posted to social media today, Cuba’s Foreign Minister Bruno Rodriguez, took special note of the three governments’ statement, coming “in the midst of the difficult situation Cuba faces due to the intensification of the U.S. blockade to extreme levels, the energy blockade and constant threats of the U.S. government, we recognize the dignified and solidarity-based communique issued by the governments of Spain, Brazil and Mexico,” [the andalucia informacion website reported him saying.](https://www.andaluciainformacion.es/articulo/mundo/cuba-agradece-apoyo-espana-brasil-mexico-reclama-respeto-derecho-internacion
